Lower power output than stated by manufacturer

I was looking for a decent budget amp to replace a 14 year old Coustic Power Logic. I found this on ebay for $100 shipped so I figured why not. It is rated at 70x4 @ 4 ohms rms. It comes with all the features of a new amp: low/hi pass filters, bass boost, it's bridgable. Well I install it and am not really impressed. As stated above I had another amp in the car so I just used most of that wiring. Well for some reason this amp produces a faint high pitched whine. The older amp didn't do that. I've checked the grounds and they look good. I've adjusted the gains and still no luck. This amp doesn't sound any stronger than the 65x2 wrms one that I replaced.
